Autodesk volo view 3.0

I'm using Volo View Express 2.01 (Build 811) on several Windows 10 Version 1607 (Anniversary Update) I have one PC that it wont open on. You click the icon, you get the little wheel load for a minute or so then it stops. The only way that I can open it is by running it as admin. I tried changing the account to admin (didn't want to keep it as admin) and I still had to right click, run as admin for it to open.

I've tried other accounts on the same PC, with the same and different account rights, they all seem to work fine. I've tried uninstalling and reinstalling it, still works the same. Is there anything else that I haven't checked yet? If this isn't the correct section to post to could you let me know where else to post to.

View Express is a software program created specifically for viewing files that are created with some Autodesk products. It is a separate program and does not affect the operation of the main program you are installing. With Volo View Express, you can view DWG, DXF, DWF, RML, IPT, IAM, and IDW files, along with raster images that have been inserted into DWG files.

With several Autodesk products you have the ability to create Drawing Web Format (DWF) files, but not to view these files. The DWF file format was originally developed so users could produce small files that can be quickly accessed over the Internet and viewed in a web browser. A DWF file will contain a subset of the drawing information contained in the original drawing file. You can use Volo View download Express to view and print DWF files, and add markup annotation to the file, without making any changes to the original drawing.

You may want to install Volo View Express if: you plan to create DWF files to send to customers who want to view drawing information before being sent the full drawing files. You want to mark up a drawing file.
